Currently employed in an organisation that deals with fraud investigations. Minimum grade 4 in GSCE Maths & English.
Qualification Gained:
Level 4 Counter Fraud Investigator Apprenticeship (equivalent to Higher National Certificate level). Aligns with recognition by the Government Counter Fraud Investigation Profession/Practitioner Standard. No additional standalone qualifications are typically gained.

Become a key player in the fight against fraud with the Counter Fraud Investigator Level 4 apprenticeship.

This programme trains you to lead small non-complex criminal investigations and handle a wide range of civil/regulatory cases. You’ll make autonomous decisions from referral to conclusion, whether supporting successful prosecutions, applying penalties, recovering funds, or closing cases with no further action.

Gain deep knowledge of critical legislation (PACE, RIPA, CPIA, HRA, POCA and more), evidence handling, interviewing techniques, and civil/criminal procedures. You’ll interact confidently with lawyers, judges, magistrates, and law enforcement partners while building strong stakeholder relationships.

Delivered at your employer’s premises, continue in your current role whilst combining hands-on experience with expert training in counter fraud investigation. On completion, achieve Practitioner-level recognition within the Government Counter Fraud Profession and open doors to rewarding careers in counter fraud across the public sector.

Entry Requirements:
  • Currently employed within an organisation that deals with fraud investigations (e.g., government departments like HMRC, DWP, local authorities, or similar bodies handling fraud/criminal/civil matters)
  • Relevant prior experience in investigative/compliance work
  • GCSE grade 4 (or equivalent) in Maths and English (or commitment to achieve Functional Skills Level 2 if not already held)
  • Right to work in the UK
  • This apprenticeship is not suitable for those seeking new employment

18-24 months including 3 month End Point Assessment period.

Skills Learned:

Develop essential investigative expertise including:

  • Leading small-scale criminal and civil fraud investigations autonomously
  • Planning investigations, gathering/maintaining evidence, and applying key legislation (PACE, CPIA, HRA, POCA, RIPA, etc.)
  • Conducting interviews (PEACE model, Interview Under Caution), producing witness statements, and preparing court/tribunal files
  • Assessing evidence strength, making operational decisions, and choosing appropriate interventions (prosecution, penalties, civil recovery, no further action)
  • Searching premises/individuals compliantly and managing disclosure
  • Building stakeholder relationships with law enforcement, lawyers, judges, and partners
  • Analysing data, producing reports/briefings, and contributing to fraud prevention insights
