This Level 4 apprenticeship equips learners with the knowledge and practical skills needed to work within local authorities and organisations supporting residents with council tax, business rates, and welfare benefits.

Learners will develop the confidence to handle complex customer enquiries, assess eligibility for financial support, and ensure individuals receive the help they are entitled to—all while working within current legislation and professional standards.

This apprenticeship is ideal for those working in or aspiring to roles such as Council Tax Officer, Benefits Officer, Welfare Advisor, or Revenues and Benefits Practitioner.

With a typical duration of 12–18 months, learners will develop the technical expertise and professional behaviours needed to succeed in a vital public service role.

Only available for individuals working within Public Sector Organisations

Apprentices aged 16-18 who have not achieved grade 4 or above at GCSE (or equivalent) will be required to achieve Functional Skills Maths & English at Level 2 as part of this apprenticeship.

Skills Learned:

Throughout the programme, apprentices will learn how to:

  • Provide clear, empathetic support to customers navigating complex financial situations
  • Assess and calculate council tax, business rates, and/or benefit entitlements
  • Manage accounts, payments, and recovery processes
  • Interpret legislation and apply it accurately in real-world scenarios
  • Identify potential fraud and ensure compliance with regulations
  • Support individuals to maximise income and improve financial wellbeing
